Bernt Elsner is head of the Public Procurement Law, EU Competition Law and Public Law team. He is one of Austria’s leading specialists in all areas of public procurement law and PPP-projects. Within EU-competition law he focuses on merger control, antitrust and state aid issues. He often represents clients in administrative und and constitutional court proceedings. He is author of four books on Public Procurement, numerous articles and co-editor of Austria’s leading Journal on Public Procurement Law „Zeitschrift für Vergaberecht und Beschaffungspraxis“. Dr. Elsner has twelve years of experience including an internship with Cleary Gottlieb Steen & Hamilton and clerked at the Austrian Constitutional Court. He has represented in public procurement projects such as Brenner Basistunnel, PPP A5 Nordautobahn and PPP Stadion Klagenfurt, the partner search for several rehab centres of a social insurance as well as the procurement of construction and planning services of numerous tunnels and motorways.
